The characters in this story, a pair of American tourists - a man and a woman, and two poor locals - a boy fishing and a man, are on the same planet but worlds apart. The tourists, walking along the river, see a fish the boy has just caught gasping for air on the ground. The woman becomes concerned about the dying fish, and asks the boy what he will do with it.
The tourists, far from the tourist center in a poor part of town, are uncomfortable in the area, but seem more concerned with the fish flopping on the shore than the obvious poverty around them...

that's a great summary!
Rich people don't want to disscus such social problem like poverty, but "poor" fish do.
